Norma Hamm
Norma J. Hamm, is the Community Reinvestment Officer for the Washington region of The Columbia Bank. A native Washingtonian, she graduated from Dunbar High School and attended Saint Pauls College, in Lawrenceville, Virginia.
Norma has over 25 years of experience in the mortgage industry encompassing, originating, underwriting, processing, buying, selling, servicing and developing mortgage programs. Most of her career has been focused on affordable housing initiatives and assisting first time homebuyers.
As a Community Reinvestment Officer, she is responsible for helping the bank fulfill its requirements under the Community Reinvestment Act. Her primary focus is to manage CRA initiatives in Prince George's and Montgomery counties while building relationships with community, non-profit, faith based and local government groups to help provide housing opportunities for low and moderate income families. She understands the challenges faced by many who desire homeownership and feels preparation is key with financial literacy education and homeownership counseling.
Norma is actively involved with the efforts of several non-profit organizations to help increase homeownership in Prince George's and Montgomery counties.

Barbara Sumney
With more than 30 years of experience in the banking industry, Barbara Sumney is a Community Reinvestment Act (CRA) Officer for The Columbia Bank. In this position, Barbara is responsible for creating and implementing CRA initiatives in Baltimore City, Baltimore County and Howard County while teaching financial literacy education to consumers. Prior to this position, Ms. Sumney served as a Mortgage Loan Officer within the bank. Barbara is also a licensed Realtor in two states so she knows both sides of the mortgage transaction.
Barbara is an active member of the following organizations through which she is able to use her financial literacy skills to assist consumers throughout Maryland:
- Maryland Bankers Consumer Education Council
- Maryland Bankers Community Reinvestment Group (MBCRG)
- Maryland Saves Financial Services Committee
- Howard County Family Self-Sufficiency Board
- Oakland Mills Community Revitalization Group
In her position, Ms. Sumney often provides consumer financial literacy training in private one-on-one sessions, as well as formal classes. She is very active representing the bank in the community—partnering with non-profit, government, affordable housing, and faith-based organizations including Howard County Housing Commission, Columbia Housing Corporation and Habit for Humanity of Howard County to assist them in their efforts to educate the community on credit issues, savings issues, first-time homebuyer issues and also the assistance and financing programs available within their counties.
